The "empire committee for peoples economic reconnaissance" published tips for saving dress-points (ration-cards for clothes). These points distributed in the form of so-called "empire dress card" had to be used to buy substances, sewing kit and accessories.

Ten commandments for the dress card. 
("Fashion and home", Germany 1939)

1. Build a wardrobe plan which must suffice till 
    November 1940. 
2. Get nothing which isn't absolutely necessary.
3. Cashes up the points for things like stockings, 
    handkerchieves and those which you want to 
    buy ready made. The remaining points are 
    splitted up for the material purchase. 
4. Buy the cut first (and calculate the exact score), 
    then the fabrics. Small rests always left, big 
    ones are unnecessary. 
5. If possible modify old dresses and laundry and 
    buy only the necessary material you need for 
    the modifications. If required, ink something. 
6. Combine more then ever! Buy new things only 
    if they fit to old ones. Choose unobtrusive 
    practical colors. 
7. Adjust your whole wardrobe to a simple, 
    uniform style which shall nevertheless 
    maintain his stylish note. 
8. Treat your material with care, beautify with 
    embroidery and ornaments which you can get 
    without losing points. 
9. Keep your dress card safe carefully and take 
    it along only for purchases. At loss there isn't 
    any substitute! 
10. Also you always remember, that sensible 
    economize will help us to win the war we were 
    forced to.
